Working Visit of the Greek and UK Delegation to the Headquarters of ANABI

The National Agency for the Management of Seized Assets (ANABI) hosted, on February 4, 2026, a working visit by a high-level delegation from Greece and the United Kingdom, organized as part of a regional project run by the British Embassy, with the aim of promoting effective mechanisms for the confiscation of illegally obtained assets and strengthening international cooperation in this area.

The visit formed part of the joint efforts to combat organised crime and illicit financial flows, by promoting effective legislative and operational models for asset confiscation, including from the perspective of the active management of seized assets and their reinvestment for the benefit of society. In this context, the Romanian institutional model implemented through ANABI was presented as an example of good practice at regional level, from both a legislative and an operational perspective.

The activities were attended by senior officials and experts from judicial, law enforcement and fiscal authorities in Greece and the United Kingdom, alongside specialists from the British Embassy in Bucharest. Participants included:

  • representatives of the Greek Ministry of Interior, Ministry of Finance and Ministry of Justice, including prosecutors and judges with responsibilities in combating organised crime;
  • senior management and experts from the Asset Management Office (AMO) within the NPCC Economic Crime Portfolio, City of London Police – United Kingdom;
  • representatives of the British Embassy in Bucharest.

The agenda of the visit included:

  • a working meeting at the headquarters of ANABI, dedicated to the presentation of the ANABI institutional model, the national legislative framework and the operational practice in the field of recovery and management of seized assets;
  • an exchange of experience regarding the British and Greek models for the recovery and management of assets derived from criminal activities, including from the perspective of inter-institutional cooperation.

Discussions addressed both the legislative and operational dimensions of asset recovery, with a focus on identifying effective solutions that may be adapted and replicated in the states participating in the project.

During the meeting, ROARMIS, the national integrated IT system for recording claims derived from criminal activities, was presented as a single monitoring system for seized, confiscated and disposed assets within criminal proceedings, alongside the good practices developed in the management of cryptocurrencies, an area in which ANABI has consolidated experience since 2019.

The visit contributed to strengthening institutional dialogue and deepening cooperation between Romania, Greece and the United Kingdom, with a view to developing modern, efficient and sustainable mechanisms for the recovery of criminal assets.
