Significant mitigation in financial flows and illicit weapons, improving the efficiency of the recovery and return of stolen assets and countering all forms of organized crime - the goals of the United Nations until 2030
Ernesto Savona, director of TRANSCRIME - Joint Research Centre and criminology professor at the "Del Sacro Cuore" Catholic University attended at the VI Pan-European Conference on Asset Recovery Offices, organized in Bucharest, on October 20, 2016.
Professor Ernesto Savona delivered a presentation on "cross-cutting priorities between research and policy in Europe: organized crime, corruption and terrorism." Whitin this intervention, he emphasized the need to define common European standards on crime typologies and to reduce asymmetries identified in national strategies of the prosecutors and criminal investigation bodies.
The European Security Agenda 2015, which sets priorities such as terrorism, organized crime and financial crime, including corruption and objectives of the United Nations for 2030, adopted in September 2015, represents two key policy documents. They promote the significant mitigation of financial flows and of illicit weapons, the improvement in efficiency of recovery and return of stolen assets and combating all forms of organized crime.
The infiltration of organized crime into the legitimate economy involves a variety of crimes such as fraud, money laundering, corruption, embezzlement, etc. The fight against this process is an effective manner involves identifying the risks of infiltration of organized crime into the legitimate economy and their assessment. Identifying risk factors (threats and vulnerabilities) can be done at different levels: territorial, public procurement, private business.
Based on the situation presented, Professor Savona reiterated the importance of risk analysis regarding countering crimes, which is a priority, established under the European Security Agenda 2015, and of the fact that this analysis’s outcomes will enable policies for preventing these crimes.
